Relating to authorizing the appointment of County Highway Patrolmen by the Commissioners' Courts of Counties containing not less than eleven thousand nine hundred eighty (11,980) inhabitants, and not more than twelve thousand one hundred (12,100) inhabitants, according to the last preceding Federal Census.
