Relating to providing for the use of Funds arising under the Firemen's Relief and Retirement Fund Law, in cities having a population of more than 240,000 and less than 275,000, according to the last preceding census, and having fully paid Fire and Police Department, and having in force a joint firemen, policemen and fire established under the State Law.
