Relating to providing that if the seller of goods to be delivered at a future date does not then have the title to or possession of such goods, it shall be deemed prima facie evidence of the fact that such seller and such purchaser had no bona fide intention that such commodity was to be delivered, but that a settlement was to be made based upon the difference between the contract and market price of such commodity.
