Relating to providing that the State Seed and Plant Board shall certify to the Commissioner of Agriculture the names of persons, firms, associations or corporations who are eligible to qualify as Registered Plant Breeders, and names of persons, firms, associations or corporations who are eligible to qualify as Certified Seed Growers.
