Relating to levying a gross receipts tax on all persons who are merchants and/or manufacturers, defining certain terms, providing that the ad valorem taxes levied on certain articles for State purposes shall be credited on the tax herein levied, shall be paid after credit is allowed on all ad valorem taxes for State purposes and providing penalties.
