Proposing a constitutional amendment providing that unless there shall be attached to each bill appropriating money when presented to the Governor, a certificate under oath executed by the Comptroller of Public Accounts stating that in the opinion of the Comptroller, the cash from the current revenues of the State not otherwise appropriated will be adequate and available to pay the sums appropriated when due, if such bill shall not become a law.
