Relating to amending a certain Act to provide that where a city or town at the time of, or prior to the purchase of acquisition of a Sanitary Sewer System, has authorized the issuance of bonds for the purchase, improvement, extension, enlargement, repair, and construction of a Sanitary Sewer System for said city or town.
