Relating to authorizing any levee improvement district operating under the assessed benefit plan of taxation and situated in a county having a population of more than three hundred and ninety thousand (390,000) inhabitants, according to the preceding Federal Census, to issue refunding bonds for the purpose of refunding legally issued outstanding bonds and matured interest coupons of said district.
