Relating to providing that any independent or common school district shall have the right to distribute to its employees during the last three months of the school term of the scholastic year, September 1, 1944 to August 31, 1945 as an emergency addition to salary distribution of $4.00 extra State per capita apportionment of July 3, 1944 by the State Board of Education.
