Proposing an amendment to Section 1 of Article VI of the Constitution of the State of Texas by striking therefrom Subsection "Fifth" thereof so as to remove the constitutional restrictions denying solders, marines and seamen employed in the service of the Army or Navy of the United States the right to vote in this state by reason of such service, and so as to permit such soldiers, marines and seamen to vote in this State, if they are otherwise qualified, in accordance with the then existing laws of this State.
