Relating to providing that before the State Highway Department shall issue any Transfer Certificate or Certificate of Title for any motor vehicle, said Department shall be furnished a receipt or certificate from the Tax Collector of the County, in which said motor vehicle is registered showing the payment of all Ad Valorem Taxes on such motor vehicles and providing that sales in violation of this Act shall be void.
