Relating to fixing the compensation of certain designated County Commissioners in counties having a population of not less than twenty-one thousand, one hundred and twenty-five (21,125) and not more than twenty-one thousand, one hundred and seventy-eight (21,178) according to the last preceding Federal Census; repealing all laws or parts of laws in conflict herewith to the extent of such conflict only.
