Relating to right of recovery of damages by an employee of a subscriber to the Workmen's Compensation Act of Texas who is injured under circumstances creating a legal liability in some person other than the subscribing employer or his agents, servants or employees and relating to the subrogation right of the insurer paying Workmen's Compensation benefits to such injured employee or his legal beneficiaries and providing that such injured employee or his legal beneficiaries and the association may enforce such respective rights as may accrue to him or them against any person other than the employer or his agents, servants or employers and may make compromises or settlements with the person against whom the legal liability may be imposed and providing that the insurance carrier for the subscribing employer shall not without the consent of the employee or his legal beneficiaries enforce any part of the cause of action or legal liability so resulting except to the extent of the benefits paid and shall not, without the consent of the employee or his legal beneficiaries, control the interest of the employee or his legal beneficiaries in that part of the cause of action or legal liability which is in excess of the benefits paid by the insurance carrier; repealing all laws and parts of laws in conflict.
