Proposing an amendment to Article XVI of the Constitution of the State of Texas authorizing the Legislature to appropriate money to pay all public school teachers who did not receive their full salaries in the 1947-1948 and 1948-1949 school years; providing for the submission of this Amendment to the vote of the people of Texas and the time and manner thereof.
