Relating to transfer all the duties of the respective Tax Assessors and Collectors of the counties of Texas to the State Highway Department in administering all the laws of Texas regarding the registration and titling of motor vehicles, trailers, semi-trailers and such other vehicles as are required to be registered before use upon the highways of Texas and in collecting all sales taxes imposed upon the transfer of such vehicles; repealing all laws and parts of laws in conflict to the extent of the conflict only; and providing a savings clause.
