Relating to exempting property in certain counties from taxation belonging to organizations, clubs, associations or corporations which are federations of women's clubs in Texas, and which organizations, clubs, associations or corporations serve civic, literary and educational ends and purposes only, and the property and money of which does not and will not inure, by succession or otherwise, to the benefit of any private member or individual.
