Relating to defining delinquent parents; providing that a parent or person standing in place of a parent who fails or omits to exercise reasonable diligence to prevent a child from operating or driving an automobile or any other motor vehicle in a reckless manner, at an excessive rate of speed, or while under the influence of intoxicating liquors, is guilty of a misdemeanor; prescribing a penalty.
