Relating to making it unlawful for minors between the ages of fourteen (14) and seventeen (17) years of age to drive or operate an automobile or any other motor vehicle in a reckless manner, at an excessive rate of speed, or while under the influence of intoxicating liquors; providing a penalty for violation thereof.
