Proposing an amendment to provide for apportionment of the State of Texas into judicial districts by the Legislature at the first regular session after the adoption of this amendment and thereafter at each regular session after the publication of the United States decennial census; creating the Judicial Apportionment Commission to apportion the State into judicial districts if the Legislature fails to make such apportionment.
