Relating to issuing and authorizing the issuance of State of Texas Refunding Bonds of 1953 to refund all presently outstanding State of Texas Bonds held by the State Permanent School Fund, Permanent University of Texas Fund, Permanent A. & M. College Fund, Lunatic Asylum Permanent Fund, Blind Institute Permanent Fund, Deaf and Dumb Institute Permanent Fund, and Orphans Home Permanent Fund; providing for the establishment of the "State of Texas Refunding Bonds of 1953, Interest and Sinking Fund."
