Relating to amending certain Statutes canceling all permits and certified filings for the appropriation and use of public waters granted or filed more than ten (10) years prior to the effective date of this Act and under which no part of such water has been put to beneficial use for ten (10) consecutive years next preceding the effective date of this Act.
