Relating to amending certain Statutes by providing for the creation of a lien in certain circumstances against all writs of acts, suits, claims, counter claims or demands to which an injured party may be entitled if such injured party is treated for personal injuries by a hospital or clinic in certain circumstances where the injuries were sustained in an accident as the result of the alleged negligence of certain parties; providing for the recording of the lien and attendant duties thereto; providing for the preservation, continuance and release for discharge of such lien.
