Relating to amending certain Statutes by fixing the salaries of official shorthand reporters of each Judicial District Court, civil or criminal, and the official shorthand reporters of each County Court-at-Law, civil or criminal, in any county constituting in itself a judicial district and having a population in excess of four hundred thousand (400,000) inhabitants.
