Relating to amending certain Statutes relating to the use of beds and banks of watercourses for conveying, transporting and delivering stored storm, flood or rain water and prohibiting use or diversion thereof by others; making it the duty of the Board of Water Engineers to prescribe ruled and regulations for the transporting of such water.
