Relating to amending certain Acts to provide for issuance of and requiring the securing of temporary registration permits by nonresident owners of trucks, truck-tractor, trailer or semi-trailer for the purpose of harvesting and/or transporting to market, storage or railhead only, wheat, oats, rye, barley, grain sorghums, flax, rice, vegetables in bulk, field crates, or bags; limiting the distance allowed by such special permit and providing a penalty for violation of same.
