Relating to provide for the regulation of all securities, notes, stock, debentures, certificates of stock, trust agreements, mortgage certificates or any other evidences of indebtedness, any form of commercial paper, or any other instrument commonly known as a security whether similar to those herein referred to or not, of any company, including trust companies, doing business in Texas under the Insurance Code and regulated by the board of Insurance Commissioners; prescribing penalties necessary and incident thereto, making the necessary appropriations for such purpose; providing for severability.
