Relating to granting to all tax payers who have paid taxes to the State of Texas who have not received a refund thereof, a credit on and a set-off against any tax liability imposed and owing to the State of Texas by reason of the provisions of previous legislation; providing for reporting to the Comptroller of the State of Texas the amount of such credit.
