Relating to defining the term "issuer" as used in this Act; authorizing an issuer to make deposits, plus handling charges, with the State Treasurer to provide for redemption of outstanding obligations at maturity or at call date where lawfully called for redemption; providing for the issuance, approval, registration and sale of refunding bonds of issuers where all or part of the obligation being refunded are not surrendered by the holder cancellation; prescribing the duties of the State Treasurer and State Comptroller; providing for disposition of such deposits; repealing inconsistent or conflicting provisions of other laws.
