Relating to transferring the regulation of securities issued or guaranteed by insurance companies and other insurers from the Board of Insurance Commissioners to the Secretary of State and making such securities subject to the provisions of the Securities Act; repealing the Insurance Securities Act but preserving causes of action and remedies for violations of the Act prior to its repeal.
