Relating to authorizing boards of trustees of independent school districts located in counties having a population of Eight Hundred Thousand (800,000) or more according to the last preceding Federal census and having a scholastic enumeration of One Hundred Thousand (100,000) or more according tot he last preceding scholastic enumeration to make expenditures from local school funds of the district for the purpose of televising and/or broadcasting their meetings.
