Proposing an amendment reducing the period of time for issuance of bonds and notes for buildings and other permanent improvements by designated State institutions of higher learning, to be secured by the State ad valorem tax on property of Five Cents ($0.05) on the One Hundred Dollars ($100) valuation now levied, and providing for expiration of the tax upon payment of all such bonds and notes.
