Relating to amending the Code of Criminal Procedure by authorizing any peace officer to arrest, without a warrant, persons found in suspicious places or under circumstances which reasonably show that such persons have been guilty of some felony, breach of the peace, or violation of the law, or threaten or are about to commit some offense against the laws.
