Relating to creating Upper Leon River Municipal Water District, a conservation District comprising initially the territory contained within the Cities of Comanche, DeLeon, Dublin, Gorman, Hamilton, Hico and Stephenville, for the purpose of providing a source of water supply for municipal, domestic, and industrial uses and processing and transporting such water.
