Relating to providing for Medical Assistance on behalf of recipients of public assistance; designating the State Department of Public Welfare to administer the program, to cooperate with the Department of Health, Education, and Welfare and to accept and expend moneys from the Federal Government; creating a special fund in the Treasury to be knows as the "Medical Assistance Fund".
