Relating to authorizing the State of Texas through and by the Board for Texas State Hospitals and Special Schools to convey the waterworks and sanitary sewer system together with the land and easements on which they are situated, located in Smith County, Texas, to Smith County Water Control and Improvement District No. 1 (Owentown), a political subdivision of the State of Texas duly created and acting under the laws of the State of Texas.
