Relating to creating Alice Water Authority, a conservation district comprising the territory contained in the City of Alice, Texas as of December 1, 1961 and certain adjacent territory, the entire area being described by metes and bounds, for the purpose of providing a source of water supply of municipal, domestic and industrial use and treating, transporting and storing the same; providing the means of annexing additional territory to the Authority when annexed by the City.
