Relating to defining "scholastic population" for laws pertaining to apportionment of the State Available School Fund; providing for the annual apportionment, distribution and transfers of such Fund, beginning in 1962, on an average daily attendance determination or basis; providing for a scholastic census each five years in lieu of an annual census heretofore required for State Available Fund distribution on a basis other than herein provided.
