Relating to amending the Texas Liquor Control Act by redefining the term "open saloon" and providing for the issuance of Liquor Retailer's Permits for the sale of liquor by the drink or in broken or unsealed containers for consumption on or off the premises where sold, under certain regulations; prescribing the fees for the permits; and providing for local option elections on the issue of the sale of liquor in sealed or unsealed containers for consumption on the premises.
