Relating to amending the Texas Motor Vehicle Safety Responsibility Act to provide that any person qualifying as a self-insurer shall not be required to have insurance or furnish security or any other form of assurance by any county or incorporated city or town for the operation of any motor vehicles therein belonging to such person.
