Relating to amending certain statutes by redefining the term "recipient of public assistance" so as to extend the Medical Assistance Program to include recipients of Aid to the Blind, Aid to the Permanently and Totally Disabled, and Aid to Families with Dependent Children (including the children and/or the caretaker with whom the child lives).
