Establishing the Texas Environmental Protection Agency; transferring to it all the functions of the Texas Water Quality Board and Texas Air Control Board; so much of the functions of the State Department of Health as pertain to water pollution, septic tanks, and solid waste disposal; so much of the functions of the Agriculture Department as pertain to the regulation of insecticides, fungicides, and rodenticides; so much of the functions of the Railroad Commission as pertain to pollution caused by oil and gas operations; so much of the functions of the Texas Water Development Board as pertains to pollution control; and so much of the functions of the Parks and Wildlife Department as pertains to the enforcement of water quality standards; and transferring certain officials and employees to the Texas Environmental Agency; and declaring an emergency.
