Authorizing the commissioners courts of certain counties, subsequent to the approval by referendum of a majority of those voting in said referendum, to adopt and implement the hereinafter described County Land Management Act to regulate the use of land in certain unincorporated areas; making certain exceptions; providing for the appointment of a land management commission and a board of adjustment; providing the powers and duties and procedures of the commissioners court and of the commission and board in carrying out the program authorized by this Act; providing for payment of expenses; providing for penalties.
