Authorizing Sienna Plantation Fresh Water Supply District of Fort Bend County, Texas (the district), to be divided into two or more districts under certain circumstances; relating to the powers of the district; authorizing the district to issue bonds, enter into contracts, make payment, and annex territory; validating creation of the district; specifying qulaifications for certain employees of the district and authorizing compensation for its employees and consultants; providing for elections pertaining to the district; containing other provisions; finding proper notice; and declaring an emergency.
