Remarks: Please note that contradictory information on the adoption date of SCR 3 exists. The senate journal records the adoption of SCR 3 on 8/22/91 (page 94); however, the house received a message from the senate on 8/21/91 announcing the passage of SCR 3 (page 29). The billback for SCR 3 also indicates that the senate adopted the resolution and sent it to the house on 8/21/91.
