Empowering the Texas Legislative Council to enter into such interagency contracts with the State Commission for the Blind as may be necessary and desirable to assist the State Commission for the Blind in fulfilling federal requirements for continuing statewide studies and to assure the appropriate involvement of federal funds in such studies; providing that the Texas Legislative Council Study Committee designated by the chairman of the council to direct the project be assisted by a citizens advisory commission of 10 members, 5 to be appointed by the lieutenant governor and 5 by the speaker of the house of representatives, who shall be chosen for their knowledge of the needs and problems of the handicapped and have such other qualifications as are necessary to comply with applicable federal law, regulations, or guidelines; providing that necessary travel and other expenses incidental to the operation of the study project be paid by the Texas Legislative Council from funds budgeted for this purpose under terms of the interagency contracts herein authorized.
