Relating to exempting owners of farm trucks, farm tractors, farm trailers, farm seni-trailers, and implements of husbandry from the requirement that every owner of a motor vehicle, trailer or semi-trailer, used or to be used upon the public highways of this State shall register the same and from the requirement that said owners obtain a chauffeur's license.
