Relating to more fully and effectually carrying out the National Recovery Administration and its program of relief in the State of Texas by providing for adequate machinery for the purpose of regulating utilities and discriminatory utility rates in the State of Texas, especially rates of electric light and power and telephone companies; providing for a general and uniform regulation of all utilities.
