Relating to providing additional duties upon the State Reclamation Engineer in making and executing plans for preventing soil erosion, for increasing and conserving underground water supply, for preventing silting and polluting of water sources and reservoirs, and for cooperating with Federal and other governments and other political subdivisions and agencies in such work.
