Relating to authorizing the Commissioners Court in any county having a population of less than thirty-five thousand (35,000) inhabitants according to the last preceding Federal Census, and having an assessed property valuation exceeding Seventy Million Dollars ($70,000,000), according to the approved tax rolls for the preceding year, to allow each County Commissioner the sum of Fifty Dollars ($50.00) per month for traveling expenses.
