Relating to amending a previous Act, authorizing the Department to use permanent identification numbers instead of motor numbers as the major identification of motor vehicles, at such time as the permanent identification number is universally adopted as the major identification of a motor vehicle by Motor Vehicle Manufacturers; providing for Texas license number to be shown; providing a saving clause; repealing all other laws in conflict herewith.
